In cooperation with SecureAlert, Inc., from Sandy/Utah (U.S.), euromicron is now systematically taking its next major step in expanding its portfolio in the promising market for monitoring and security solutions. In doing so, the solution provider for communications, data and security networks is relying on SecureAlert’s technically refined, cost-effective all-round solution for care, security, prevention and rehabilitation institutions.
The U.S. company is one of the country’s leading vendors of electronic personal monitoring and surveillance systems that are used in caring for the aged (monitoring and transfer of medical data) or in enforcement of sentences (tracking of persons released on probation). “This mobile application solution, for which euromicron has now acquired the exclusive licensing rights in Germany, Austria, Switzerland, Italy, Poland, France and Southeastern Europe, the world’s leading technology. Apart from locating people in serious cases, such as elderly people who have suffered a heart attack, or in preventive help for probation officers, communication by voice and SMS, as well as transmission of a wide range of measurement data, such as blood pressure, heartbeat frequency or the level of alcohol in the blood, are also possible,” explains Dr. Edgar Bernardi, the member of euromicron’s Executive Board responsible for products.
As a result, euromicron’s new solution is aimed at a further strongly growing market in Europe: monitoring of people who require help and care or are on probation.
“With its numerous technical – and medical – possibilities, our solution opens up a new standard in social work for people who need supervision as our social structure continues to change,” states Bernardi.
“Particularly in the field of care of the elderly and persons suffering from dementia or addiction, SecureAlert’s solution ensures permanent monitoring and so relieves the workload on care staff – cost-effectively, round the clock and without delay,” stresses Bernardi.
The high-tech mobile terminal devices, which boast not only position locating, but also telephone, SMS and other customizable data transfer functions, forward information directly to a monitoring center. From there, experts at aid organizations or advisory centers, for example, can provide immediate support or initiate further direct and effective actions, such as calling out an emergency doctor.
The system has not become as established in Europe as in the U.S. for law enforcement, although studies as part of a pilot project in the state of Hesse give the solution top marks when it comes to crime prevention and rehabilitation. In 2000, Hesse tested electronic surveillance of persons in law enforcement in two two-year trial phases and introduced it in 2004. Other German states – currently Baden-Württemberg – are following Hesse’s model.
However, Bernardi is convinced that law enforcement agencies in Europe will also benefit from this solution: “The successes in prevention and good results from rehabilitation of offenders in the U.S., as well as the new possibilities for probation, which have also been proven in German studies, open up opportunities for modern, humane enforcement of sentences and good successes in rehabilitation.”
The monitoring centers are staffed with employees who are specially trained for this particular assignment and have the sensitivity and experience required for dealing with elderly people who need care. Similarly, employees with experience as probation officers, from law enforcement or from advice hotlines are assigned in enforcing sentences. If necessary, conferences can be established by the supervised person directly with emergency services or police stations. Of course, the solutions can only be used in caring for the elderly if instructed by a doctor or, in law enforcement, by court order.
The all-round service, which is charged at a flat-rate fee for each terminal device issued and so does not require any investment by the user, i.e. health insurance funds, municipalities, aid organizations or penal authorities, is thus a cost-effective solution for caring for the ill, elderly or offenders.
The need for security, as well as greater awareness among the younger generation who care for parents and grandparents, or at least want to be assured that they are safe and healthy as part of as regular communication as possible, demand more and more smarter applications to enable this or at least make it easier.
